Yesterday night I was watching the news regarding Bullet Train Pact of India with Japan that our PM clinched with Mr. Abe, Japan PM.... it seems that in future if IR manages to run Bullet Trains... they will also be slowed down as per a new TAAG... HA Ha ha... ;-D
Timings doesn't bother much a run time.
These are done to adjust the operational n traffic issues.
Slowing down n speeding up is done after a suggestion n updates taken from every zone.

Oho.... if you are saying this then I just hope that these factors will not make a train late towards it's destination... punctuality, especially regarding Superfast Trains is very important :-)
I think, the trains have been slowed down due to winter fogs in Northern India.
