fuel is costly than energy & fuel is not friendly for environment.

Energy for an eloco is mostly generated in a thermal (coal) power plant which can be more harmful then an EMD
but thermal coal power plant not roaming everywhere like EMD locos.
in many cities there is lots of buildings & houses where large numbers of population living.
emd locos also making noise polution

the thermal power plants generate enough smoke to pollute environment
whereas EMDs were made much efficient keeping these facts in mind

Indian WDP-4 is almost near to 1 Thermal Power unit, whereas a WAP-7 is just good for acceleration n nothing more.
