It is under trial.
still there are several bug reporting, so it is not yet extended to members...
Admins are getting RAW GOODS only, whereas Members will get the FINISHED GOODS.... So don't feel BAD....

Sorry for the delay and disappointment. The feature was enabled only for Admins while in the Test phase, since they are already familiar with Adding trains, and bug identification is easier. Also, we are taking precautions that Imaginary trains should not corrupt/interfere with the Regular trains.

Hope it will be enabled to members soon. Also sir,please moderate all the imaginary trains so that illogical dream trains are not uploaded and extra load is not added to the server which will eventually slow down the site.
I reQuest you to add a rule in creating IMG trains that Every member/admin is available to make 3-5 IMG trains in a month & not more than that. Its flooded on IRI due to IMG trains
