if you want to capture than you can walk a few metres away, just outside the station limits, and shoot freely from there.

or you write letter to station master or Senior officer with seal and signature that is Belong to partcular railway station and granted permission for Doing Railfan.
if they allow than its best for you better you should write letter in two copy one is pt on your pocket and another for senior officer
.
Better you should go head with group of Rail Fan.
