Just ask your father to demand towel since it is the part of the Bedroll provided to AC passengers. If he doesn't gives then just ask for complaint book. The attended will surely give it then.
Attendants don't give towels when not demanded because passengers take the towel with them,and the amount of towel is deducted from the salary of the attendent
