Can anyone tell at the time of chart preparation, till which RAC seat will get confirmed for sure???

How many seats in HO quota??
Also suppose all other quotas are used, then is there some other berths also which are left untouched?
I mean to say will RAC 1 before chart preparation remains RAC 1 only after chart preparations??

Its possible that RAC 1 also remains RAC after chart preparation if all the available quotas are used up. There is no clear idea on how many seats are available under HO quota. earlier it used to be made public, but now HO availability is hidden.
1 more good question:
If seats are left unused in Premium Tatkal quota, then at time of chart preparation, which will be cleared first?? General Quota (as per changed rule) or Tatkal quota (As premium tatkal is a part of Tatkal quota only).

Its not clear as of now. But my personal observation is that vacant premium tatkal are being used to clear tatkal waitlist of late.
