Speeded up between NDLS-MTJ section...now 12954 will OT it at MTJ so no need of looping it in between NDLS and MTJ...
Actually Due to operational reasons even IR uses MAO for Goa bound trains...well I completely agree to your point, lets wait for few more opinions before I edit its terminating STN as Vasco....
Operational reasons are just lame excuses by IR if our Goan MPs put some pressure than Vasco can get good number of trains but sadly they don't give much importance to rail even if a train is introduced from Mumbai or Gujarat to Kerala or TN via Konkan having halt at Madgaon they are happy and praise the budget. They can't see beyond Madgaon. The only ones interested are Sanvordem rail association guys who put some genuine demands before SWR but sadly not even one of it is fulfilled.
