2.Only if Journey Starting station is cluster station of that station from where you are buying the ticket.Whether a station is cluster station of that station(ticket buying station)or not, it can be asked at the UTS counter of that station.

What if my journey is 145 km only..can I still buy advance tkt

No. But if you want to buy in advance then buy for @ 200 Km .i.e.as below
starting station(A)------ur destination(B)(145km)------C Station(@200 km from A to C) and deboard at B.It will cost you little more.
