in our country if train gets late by 15 20 min its normal thing
its not even announced whay such thing happen
in china if train gets let by more five min they declare on station

once upon a time even IR used to display or inform " we regret the inconv. caused"
In India time and life are cheap. It is not going to happen. I have seen in stations that they keep announcing that the train is coming for 20 mins. Forget China any country which values time make announcements and apologize for delays(rare).
