blank paper ticket means that you can do a break journey on a single ticket
for example you want to travel from station A to C in two diffrent trains.
first you will be going from station A to B and from B you will be taking a train to C so blank paper ticket will be allowing you to do journey from A to B and B to C and fare will be charged just for A to C :)

I presume you are versed with the concept of a #telescopicticket. If not, please go through the post just above me by our Admin Shri Harsh.
I would still try and explain a bit on my own.

#Telescopic:
You want to travel from HWH-SBC but availability for direct trains isn't available.
What option will you have? Take a buffer connection somewhere in between.
Conditions:
1) No Premier/Premium Trains. No trains offering point to point fare. No Toy Trains. No Passenger Trains/No Trains offering subsidized fare
(Rajdhani/Duronto/Shatabdi/Jan Shatabdi/Garib Rath/Yuva/Passenger/Toy Trains/Premium Trains)
2) Total distance to be traveled should not exceed more than 15% of the shortest distance between the starting station and the final station. (Calculated against any direct connections between those two stations, if available)
3) You can any number of transits in between.
4) You cannot continue in the same train you are traveling). However, you can board the same train on the next day. (One which had departed from your boarding station the day next to yours)
If you are traveling from HWH to YPR and due to unavailability of direct tickets if you chose to issue a telescopic ticket for yourself for:
HWH to YPR, reservation upto VSKP
and
VSKP to YPR, reservation upto YPR in the same train;
it will not work.
In such a case, you would need to issue two seperate tickets for yourself.
Kindly note: Whenever you fill up the lower portion of the reservation form, it implies you are claiming to be eligible for #telescopicfare.
#############################
#############################
If the distance traveled by you in any of these individual legs happens to be atleast 500 kms or more, you can take a 'break' at the transit station for 2 days (Excluding the date of arrival and the date of departure.)
That is if you arrive at Station X at 00:01 hours on Sunday, you can board your connecting train on Wednesday at 23:59 hours. (For the former the time is referred to as the time of arrival while for the latter train it is the time of departure).
This is known as Break Journey. #breakjourney
If it is less than 500 km, you would need to make sure to take the connecting train within a period of 24 hours.
This is known as Onward/Through Journey. #onward, #onwardjourney, #throughjourney
This is only the type of Journey you are choosing to travel and has nothing to do otherwise. Each and every other details for both remains the same.

Fare charged for such types of journey are only levied for the direct distance between the starting station and the terminating station, thus saving you a lot of money).
You can book in multiple classes. It isn't necessary to book for the same class throughout.
However, there is a debate on the fare structure levied in such cases. In the most extreme case, the fare against the highest class may be charged while in other cases some concession may be visible.
#############################
#############################
For #cancellation charges,
First Leg has got Confirmed while the Second Leg remains at WL/RAC => Cancellation Charges of Confirmed Ticket will be levied as applicable for the highest class.
Vice Versa => Cancellation Charges of WL/RAC Ticket will be levied as applicable for the highest class.
If you travel the first leg and then if you do not travel the second leg (Be it for whatsoever reason):
Fare refund = Total Fare - Fare applicable against the distance traveled.
For all of the above three cases, please do take in consideration the service charges levied by IR.
#############################
#############################
There happens to be two basic bifurcations while issuing a Telescopic Ticket namely Journey-cum-Reservation Ticket and Blank Paper Ticket. #bpt, #blankpaperticket
When people starts using different train combinations, they are fed into the system. That is clerk will not have to do any calculation on his own regarding the total distance traveled and/or fare to be paid.
PRS Clerk would first try to use menu 1-0 in the system. If the said combination exist in the system; i.e. if the destination system has been defined as a cluster station for the starting train; then a regular Journey-cum-Reservation Ticket will be issued.
Ex:- HWH-MAS => Coromandel and MAS-SBC=> SBC-MAS Mail is a popular combination.
If such combinations are not fed into the system, the clerk has to manually calculate the distance and and feed it into the system using menu 7-19 and then charge the fare.
Ex:- SHM-MAS Weekly SF and SBC-MAS Mail may not be a popular option or in demand.
#############################
#############################
For the former you would be issued a Journey-cum-Reservation Ticket where all the details are pre-fed by the system while for the latter it is called a Blank Paper Ticket where the clerk has to manually feed in all the details.
Blank Paper Tickets are issued in exceptional cases when the possible combination cannot be issued from PRS Menu 1-0.
Kindly note, in case of Telescopic tickets, Superfast Charge is levied only once and not twice(No matter how many SF trains you are going to board for your entire journey). In case of Break Journey only, Reservation Charges are levied fresh for every new Reservation made.
