Its a good decision to first check the feasibility then run trains. But the lobby will still work. After all MPs dont run the train with their pocket money...
Already white elephants exist that will continue to deplete the resources of IR.
Also, how can IR check the feasibility of a train in every case. say where no direct railway service exists. e.g. How to check feasibility of a train from Pune to Udaipur.

Feasibility checks include ground checks, other means of transport like air road etc between the two places, financial positions of stations in between, existing route capacity and capability on section, rake handling issues at source and destinations etc
1 thing for sure:- RM is keen on speeding up HWH-NDLS via GAYA & NDLS-BCT via WR, where Rajdhanis & Durontos will take 12-15 hrs journey time.
