if Samiksha needed for new Trians then why budget is announced in hurry?after Samiksha Railway budget should have been announced...
if no change in fares/no new lines/no new trains then why do we need a budget and speech in parliament??RM and PM can very well say same as last year..we would not have expected anything..

Budget is not about announcing new trains. Its is about putting forward a plan as to how you plan to use the funds in the upcoming financial year. As simple as that.
if that is the case,why only railway needed a budget?even Shipping also can have their own budget
Shipping is partially privatized, Private players have their own ports, container ships etc and more importantly the monies involved are not as huge as that of railways. Railways cover a huge area unlike shipping and is the sole player. But shipping polices and related matters are announced in the general budget.
yes,same thing for Railways also..if there are not much changes, then Railways also should have included in General budget...period
Quantum of changes are not a precursor for having rail budgets. Sorry.
