Just like how fares increase with the decrease in the number of the seats in premium trains, Tatkal fare increases with the decrease in seats available in Tatkal quota of certain trains.

Its a world wide system which IR is following . When demand is more and supply is less, every seat comes at a premium. Now if you put a counter argument that IR has to increase its supply to meet the demand, it still has to invest a lot of capital to increase the supply. Either way you look at it, it needs money.
