it think so, the train 12582 belongs to PMs constituency and will be accorded suitable priority if not top.
12801 was already getting beaten down the moment it leaves MGS(even after arriving at MGS on time) and enters NCR at Jeonathpur onwards (so that Shivganga, Prayagraj, and Shramshakti can have easy run)
Till now12802 was not tinkered wid much, but introduction of 12582 will keep controllers active to let it go ahead 1st
