Sir now cluster strations are considered for allowing boarding. You can board from the cluster of station which has a main serving station. It is same like collecting of enhanced reservation fee. when you book from a clustered station PSR you will not be charged enhanced reservation fee. In the same way you can board from any cluster station for a train startion from one of the station in the cluster.
