See This PNR PostEntry# 1418500. This is a Tatkal eTicket. Where one Passenger was confirmed and other in WL. I have few Questions regarding this.
1. If the User Cancels this ticket(both passengers). then will he lose the confirmed ticket amount?
2. In the case where the ticket remains in WL even after charting. Can the waitlisted Passenger travel along with Confirmed passenger?

1) File TDR and you'll get the complete refund except clerkage charges.

If passenger willing to travel partially, I mean only CNF passenger wishes to travel, he / she will have to collect a certificate from On-Board TTE, then only the TDR will be considered.
If none of them travels, then file the TDR within 2 hours with reason -
Party partially confirmed / wait-listed and all passengers did not travel.

Chart is prepared and its still in WL-1. So Can the waitlisted Passenger travel along with Confirmed passenger?

If you travel using that WL ticket, and do not obtain a certificate from TTE, you won't be eligible for TDR.
Its your wish, that WL ticket will make you a valid passenger, but TTE won't allot berth if not available / vacant.
TTE can not fine that WL passenger on the partial WL ticket, but as per the rules, WL ticket passengers are not allowed to travel in the reserved coaches.
