Only way is to convince the TTE that it's genuine mistake while booking ticket and no other intentions. Premium Train Ticket is non-refundable, means no refund. Either convince TTE or pay fine.
Very sorry for the event but legally speaking the TTE is right in charging the whole amount. If you can manage him and if he is a little compassionate things might work otherwise you will have to pay that amount.
See Cnf e tkt pax names will be surely their in train chart and tte also carries same chart for checking if name avl n ID card num mistake then PRS clerk also don't enter pax full name during tatkal tkt they don't enter full name of pax if more than two pax in one PNR they also make mistake sex identity for male as female and age diff etc ,some times they enter only last 4-5 digits of ID card.
My suggestion is first check chart which tte carrying and check actually whether both paxs names exist r not if yes try too manage him.

honestly speak,now the whole condition is dependent on tte as you can't prove him wrong.but i should say please try to convenice tte,even you can also try to talk to tte,to tell the whole condition again,and tell that it is just a typing mistake,not intentional,and you have paid the full amount of ticket.try this way .hope so it works..:))
