Please note that the number of WAP 4 reduces with year and in 2020 we don't have any WAP-4 as per plan of Railways.

Yes. This is the Vision 2020 plan of Indian Railways relating to Electric Locomotives.
Please note that WAP-4 is reducing in the coming years and in 2019-2020 it would be NIL or ZERO which means P4 production from CLW which is a 5000 HP Loco would be stopped.
You will find it in the chart "Electric Locomotives to be Acquired" where you will find Zero in the Column 5000HP(CLW) that is WAP-4 against 2019-2020
