Yes SR should have allowed CSTM-MAJN to MAQ.
How can you say SR is respnsible for MAQ-KCG to run via CBE,RU instead of UBL/BAY.
If really SWR has no problem then why not SWR agreeing KCG-VSG train as SCR is proposing the train and proposal getting rejected?
And for info KCG-MAQ is initially proposed via SWR only
