during my last journey no charging points were available in 3ac coach
is this normal or it might be different coach on that particular day?

Depends may be the rake you traveled would have had a bit old 3AC coach...Can't say it the same with other rakes of this train.
Same status with majority of the coaches of VSKP originating trains of Ecor.
