Why Is WAP-7 Rated Lower Than WAP-5 In Terms Of Speed When WAP-7 Has Higher Acceleration Figures For Reaching 160 KMPH Compared To WAP-5?

As a Rail Fan,
I can say if it is less than 18 Coach train and High Speed is required and circumstances are suitable for high speed then WAP-5 can be used. But better leave it on IR they will decide as per the situation.
Lastly I believe every person has a "Self Esteem" so try to give "Respect" to the Person through my replies.

If we compare WAP5 with WAP7 then cost is one major factor, WAP5 production cost is much more compare to WAP7.
Basically CLW manufactures WAP5 for MU'ed purpose for future planning but still it is on paper, Another issue with WAP5 is Wheel slip for gradient.
Whatever it is, but all 3 phase loco are easy for driving( No tap Changer) & regenerative braking system.
