I understand that you wanted to prepare a Palace-On-Wheels type but couldn't prepare it exactly due to the site-restrictions. Like I understand by AC1st you wanted to say some saloon-type cars like they use in Palace-type trains.
However, even if I consider to waive-off the discrimination then too your train needs very much fine-tuning:

foreigners) probably won't be satisfied with this schedule. They will need much more entertainments. So you need to add destinations accordingly. For example, you can give one day halt at Mettupalayam for Ooty or you can add Kodaikanal, Allapuja, Munnar etc etc.
2) Arrival time at some stations are very bad. Like in the case of Palani or Shirdi What a tourist would do if the train arrives at such a late night! Also are you sure that the timing at all the stations are in sync with the temple-timing?
3) You can't simply ignore Kanyakumari or Tirupati when you are preparing a Temple Express.
There may be more problems but can't figure it now right now as I am reviewing in a hurry.
I support the concept, but not flagging as of now. Waiting for a better version.
