Now Railways have announced that change of names for e ticket holders will be allowed on approaching PRS counters with original printout and id proof PLUS document showing relationship with the original holder of the ticket.....
24 hours before the scheduled departure of the train.
Other conditions for GOI/State Governments will remain the same.

This rule was made previously but PRS counter person refuses to do so to the customers to avoid their headeach
This rule is already existing.
I would like to add more that mostly PRS clerk doesnt accept such requests. He keeps saying all times to go to the main station for change of names or other stuff.
For ex: ( In hyderabad there are several PRS in MMTS local stations)
The requests are not accepted and they want such cases to be diverted to...

In this case, then please file complaint with IRCTC giving details of the time, and tghe name of the person if you have noted it.
I too faced this problem once, and I said I will lodge a complaint with IRCTC and Railways, and immediately he accepted it.
PLEASE THEREFORE LODGE OFFICIAL COMPLAINT.
