Fine on invalid chain pulling could not help IR.
So, they decided to remove the alarms from the coaches. (This will take a huge amount of maintenance time, money and effort).
Instead of removing the alarms from Coaches, I would suggest IR to put some kind of prize for the passengers on board, if train reaches destination without a chain pull :D
