IR contemplates staggered timings for Tatkal Bookings.
As per this news report, IR is planning to allow booking of tickets for AC classes from 10 am to 11 am while passengers can book non-AC seats from 11 am onwards to avoid the rush

I dont think the system IR is thinking about would reduce the load on servers to a big extent. Now the demand for AC Tatkal tickets will go up.
Like you said, IR could try something like: for trains starting its journey (from originating station) between 00.01 to 12.00 Noon, the CK booking can be opened previous day at 10.00 and for trains starting between 12.01 to 23.59, CK booking can be opened at 11.00, or something like that.

Or may be IR is thinking about this staggered Tatkal booking to increase the demand for AC Tatkal/Premium Tatkal tickets, so that those who are unsure about getting a SL tickets would try and book AC tickets first

I think IR jo bhi sochta hai agent ko fayda hota hai.....kyuki aam admi kya karega par...........agent pehle ac tickets block kar lenge aur bad mein non ac.....................double kamai............worst from railways......
