Why this train gets WAP4 always? Why not WAP7??

Any specific reason......
BSK gets WAP7 and runs slow and this train runs like bullet, Path clearance is more important and WAP4 is not a incapable power.
In that case every passenger train should get WAP7 and trains like east coast exp, puri tirupati/bilaspur tirupati etc..........
Infact many passengers/ trains with more halts do get P7 where ever possible..East coast gets it between BZA-SC mostly.
