Further delay in start of palakkad-pollachi train service. Now a mandatory safety inspection is to be conducted by civil aviation dept. Never knew that even civil aviation sector is involved in giving a safety inspection certificate for a railway route ?????
According to Southern Railway sources, the mandatory final safety inspection should be conducted by experts from the Bengaluru office of the Union Ministry of Civil Aviation. It was in April last week that the railway authorities had handed over all necessary documents to the Civil Aviation Department. However, the department is yet to fix the schedule for conducting the inspection. Only after the safety inspection and certification by the Civil Aviation Department are completed, trains could chug along the route.

Commission of Railway Safety (CRS), which is responsible for the safety and security of railway passengers, is under the administrative control of the Ministry of Civil Aviation and not the Ministry of Railways.
Even train accident report will be placed in Civil aviation ministry portal

Oh is it??....I was not aware of this fact.
Quite surprising that Commission of Railway Safety (CRS), which is responsible for the safety and security of railway passengers, is under the administrative control of the Ministry of Civil Aviation and not the Ministry of Railways.
When almost 99% of the work is done by one ministry, for the final safety certificate you need to depend on another ministry !!!

The CRS does not have much say in the monitoring of railway safety. It just investigates accidents and inspects new lines before their commissioning. It does not have the power to carry out even an annual audit of Railways' safety parameters.
involvement of two Ministries leads to avoidable confusion and also makes it difficult to apportion the responsibilities due to duality of control and command in the functioning of CRS
Ministry of railways is not intrested to take control on CRS
