How are locomotives numbered? Can there be two locomotives of different class with same number? Like the following....

horrible means classic old is gold antique white bullet train loco of CR. I love WCM-1, WCM-2, WCM-3, WCM-4, WCM-5 locomotives of CR. i want to see these classic loco again on track by converting then from DC to AC 25KV alternating current. great invent and manufacturer by English Electric / Vulcan Foundry Auxiliaries from Westinghouse

IR started numbering of WDP 4 series with 20***.. At that time WCG locos are not in use.. That's why they given the same numbering.. Later changed numbering of WDP 4 Series with 40*** to avoid the clash with other classes like WAM/WCAM/WAG
