Would you please whether cancellation & refund in TATKAL Special train is allowed?

Thank you but But I heard that there is 50% refund is possible in Suvidha and Tatkal special.
There was a lot of buzz about changing Tatkal cancellation rules to give 50% refund we.f 1-July-15 in the media but I don't remember seeing anything official being ever released regarding the same.
