Yes he will charge you differance and allow you with your unreserved ticked. But if all seats are occupied he will charge fine along with differance. So better to make reservation or ask the TTE before boarding.

lekin agar TTE (if he is dishonest) chahe to wo yeh bhi kah sakta hai ki koi seat vacant nahi hai aur phir fine ke saath difference bhi le sakta hai ya kuchh _______ (you know what i mean).
