Actually it should be the admin's role to evaluate all TB submissions and determine whether they are -
1. Accurate i.e. represent the correct train.
2. Better than existing TB if any. If yes, they can approve the new update else retain the old one.
Just because a pic was taken after the old one, doesnt automatically make it a better pic and necessary...

to be updated even if the old one is better in clarity or other parameters. Even at a cursory glance the old one looks better.
If the train had changed in some material way i.e. train number, route, name etc. then of course the old one would have become outdated and new one would need to be updated even if the quality is poor. But if nothing about the train has changed then new submissions must have better quality to be considered for an update. That's my personal opinion so you are obviously welcome to disagree.

And on a side note, if anyone disagrees with an admin's action, they should discuss with the concerned admin in private and if still unsatisfied escalate to the FM or Moderator. Again, my personal opinion but its common blogging etiquette to avoid flaming wars.
