Next budget my views will be simple:-
1) HWH-NDLS (Via GAYA,PNBE) to have quadrupled line as currently only HWH-BWN section is successful
2) ASR & JAT-MAS via NDLS,BPL,BZA to have quadrupled line
3) NDLS-BCT line to have quadrupled line (follow August kranti route)

6) HWH-CSTM line (via NGP) to have quadrupled line
7) SRC/VSKP/TATA should handle 3 phaser
8) Electrification should be finished in NJP-GHY Main line
9) introduction of 150 new trains & 15 trains to be extended
10) Installation of CCTV in all stations in india (including P.H station) as only A & B class station is successful
11) Fooding should be rajdhani type quality in ME/SF long distance trains and rates should be fixed
a) veg meals- Rs 40/-
b) non veg meals- Rs 60/-
c) egg meals- Rs 50/-
d) gourmet meals (like pasta/pizza/chowmein etc)- Rs 85 (only veg) & Rs 120 (non-veg)
12) prices of all classes will be reduced by 2.5 % (including reservation,local)
13) introduction of EMU trains in bengaluru & Ahmedabad
14) about 1 lakh ICF coaches and 40,000 LHB coaches will be made
15) 800 more WAP5/7 will be introduced, 1800 WAP4s, 650 WAM4 , 700 WAG5/7 & 500 WAG9 more to be installed
16) 2 Electric Locomotive shed will be introduced in NJP & ERS

WAP4's technology is obsolete globally. With time, replacement of parts will only get more expensive. The technology used in WAP5/7 locomotives is very much the current technology (induction motors + computer control).
Simple logic :-
You have an 8 year "Trusted War Horse" pentium processor PC with XP. Why should you upgrade it to a Corei5 or Corei7 machine when the job can be done with the old one? Eventually you have to as the platform becomes obsolete, there will be no support and the cost of supporting it will be high. Same

logic is for the locomotives as well. Another analogy, why doesn't a person keep using a Nokia 3310 and move towards a smartphone, as the basic functions are there to make calls? Simple, techonology advances!
