PQWL MEANS POOLED QUOTA WAITING LIST.. THIS IS THE WORST QUOTA IN WHICH THE PASSENGER GETS THE WAITING LIST TICKET BUT THE TICKET HARDLY ..GETS CONFIRMED.. EVEN IF U HAVE WL-1.UNDER PQWL THERE ARE RARE CHANCES TO GET CONFIRMED..
GNWL,WL IS BETTER..BUT PQWL IS ONLY TO CHARGE PASSENGERS AND HAND A WAIT LIST TICKET THAT NEVER GETS CONFIRMED..IF ITS CONFIRMED UR VERY LUCKY..

PQ is end to end (first station to last station) quota used to allot short destination passengers to preserve the interest of long distance passengers.

The quota (1 or more) to allot for a particular source-destination combination is selected by the system only, based on the configuration for that train. The booking staff does not have any control on it.

The only way to avoid PQWL is try booking ticket till such a station for which tickets are alloted from GN quota. It may happen that berths may be available in GN quota, and you need not even go for a WL.

This is normal that general quota is vaccant but wait list in pool quota because its too small as compared to general quota.
