Fares cannot be directly compared with other country. You need to include various things into considerations.
Affordability - Purchase power, Actual Cost for Operations, Wage and many parameters.
With western country average salary if a person can by 100 liters of Petrol then in India it would be 10 liters a person can buy with his salary.
