SWR will never accept this Proposal as if they SWR not at all intrested in starting New Services on MAO - LD section
then start from Mao

VSG has no maintainance and pitline issues. It has much better facilities than MAO in above cases. What makes you think MAO is more suitable for Rajdhani and not Vasco ?
I 100% guarantee you that Vasco has more people from Mumbai, Gujarat, etc settled than Madgaon but due to the disgusting attitude of IR all trains are given for Madgaon. Lots of Vascokars are forced by IR to travel to Madgaon unnecessarily when Vasco has a very good terminal. There are more pitlines at Vasco than Madgaon.

There is also a surprising lack of interest from SWR to pitch for connectivity to Vasco! Even with the existing trains, the PF utilization and pit line utilization is very sub-optimal at Vasco, with scope for more services.
Underutilization of resources. VSG needs new trains like a daily to Mumbai, a triweekly to HYB, a train towards TVC, and most important either Goa SK or Goa Rajdhani extension to Vasco
