WAP/WDP locos are generally not given to freights unless there's an emergency. Freight locos are also much more in number and their starting torque ratings are also considerably higher than those of passenger locos. Hence, a freight loco can easily haul passenger loads but passenger locos can't haul freights easily! :)

Generally underestimated because of 3 reasons :-
1. It's relatively compact
2. Bo-Bo wheel configuration
3. Fewer in number (although the numbers are increasing)
