Here is the schedule of the 121/122 TN exp. from my 1977 All India timetable. This way, you can compare the original schedule to present one:
===============
121 Dn TN Exp
-----------------
MAS 7:10
BZA
...
more...
12:55/13:07
BPQ 18:35/45
NGP 21:23/21:37
BPL 3:21/3:31
JHS 7:10/7:20
NDLS 12:50
==============
122 Up TN Exp
----------------
NDLS 7:00
JHS 12:00/12:10
BPL 15:44/15:54
Amla 19:11/21 (Tech. halt)
NGP 21:32/21:44
BPQ 0:20/0:28
BZA 5:57/6:09
MAS 12:35
=============
So, 29 hrs. 35 mts. from New Delhi to Madras Central with a top speed of 110 kmph. And now, with speeds of 130/120 kmph by the Raj/GR/Duronto, the running time has been brought down by a mere hour and 15 mts. That is why the Tamilnadu is a legend!

Sorry for asking but why has the Time decreased by so less. While IR talks of reducing time shouldn't it apply to trains running for decades. It is weird that SR has hardly any say in IR. Otherwise TN Express and Cormandel should have got LHB plus 130 MPS and a reduced TT long ago.

The simple answer is congestion. During the initial years of TN's run, there were very few trains on this route. So it was possible to have a train running with utmost priority without affecting the other trains much. But that's not the case now. With more than 100 trains passing through the MAS-NGP section alone ( The number keeps increasing as you go towards Delhi), it is no longer feasible to have such special trains now ( in addition to Raj/Duronto trains which already have the highest priority). It's not a matter of LHB coaches or 130 kmph mps, but rather a matter of track capacity, platform availability at major stations and schedule management. If these problems are tackled, then even with current rake ( it's a CBC rake, which is very good by the way) and current MPS also, it is possible to speed it up.

It's not like SR doesn't have any say in IR. Both these trains barely travel for 2 hours in SR. Speed up gradation would require all the other zones to upgrade their tracks for 130 kmph and practically nothing from SR's side. While getting LHB is a good thing, both these trains have good CBC rakes now ( cleanliness may be an issue, but the rake is ok) so , no hurry for that for now.
