The line takes you to the (Now inactive) Railways sleeper factory for both NR and NER tracks(From CB gunj side and IZN side). Although not very useful, the train can be used to bypass Bareilly from Delhi towards kathgodam and PBE.
As the link is already available at Rampur from Moradabad Bareilly line towards Kumaon Ramnagar/Kathgodam region, this defunct line has no meaning.
Additional point, this line criss cross the existing NH 24 and thus a new Road bridge will be needed, if at all Railway wants to use this line.

The points you made are entirely correct. Although, the line already cuts through the Bareilly - Nainital state highway and due to the rare times the gates need to be closed, an overbridge will not be needed. The line can help steer Delhi bound trains from PBE, STP to bypass Bareilly and save around 30 minutes. Can also be used if derailment etc happens at BE like it has been in the past, stopping the traffic.
