Bribe is definitely an area of concern, but the fact remains that there is a passenger who is also willing to give the same !!
How will it be tracked and who is going to monitor is the biggest challenge?
Many times it is seen that an RAC passengers continue ti remain at RAC wheereas a WL psngr ends up gettingh confirmed berth after paying somne extra money
