Karnataka Govt is forcing people to travel by train? There is no lack of volvo buses (both private and govt) on the route which are faster than the train (8 hrs vs 12 hrs). The bus lobby is famous in Kerala and Karnataka to blame for lack of decent train services. The daily night train goes by the longer route via MYS, and takes 1 hour 40 min more than the tri-weekly day train (YPR-MAQ).

1987 a meter gauge track (with BG civil structures) then in 1997 they tore up tracks and after 11 years completed the conversion work.
If lack of traffic is the problem then VSG-MAS should take the exactly same amount of time via UBL or via MAJN, use this route for such services as another option for the traveller, to fill up the empty seats. Even MAQ will get a MAS connection in exactly the same time as taken by the PGT route!! after all even with the ghats this is 100 km shorter.
I would personally prefer to relax in sleeper train than toss and turn in the middle of the night in my push-back seat as the buses take dangerous curves in the western ghats.
The railways has saved many lives by taking freight traffic away from the ghat roads, tankers from MAQ port and iron-ore lorries. It has saved the poor ghat road for buses. Karnataka might be not developing the ghat road with traffic jams causing delays of several hours, (thereby "forcing" people) but if you make it an expressway then same justification goes for making High speed rail (at least double track for starters).
