Why not change SK arrival time to 7.40 & Pnbe Raj's time to 7.50 am.. This daily game of 10/15 mins late will come to an end for both trains.

Well first we have to wait for RB call on SK's technical halts. Many Duru were not running with full capacity, so there was a need to change tech. halts to commercial, so that both RB & people of that place can benefit.
As far as SK goes, it has a very heavy patronage through out the year. Also many trains are there from MGS, & CNB infact has a dedicated train to Ndls. So, very slim chance of changing halts type.

Delaying PNBE Raj by 30 mins, well the slot is good & it's always imp to have a slack. U see 12310 mostly reaches PNBE before time, but then there is no point in changing the arrival time. It's better to arrive early with ease than to struggle to be on time.
