U have posted a very strange logic. I did not get it completely :D
Practically it may not be correct to give 10Mins for Loco change,but unfortunately IR is not in position to observe keenly or bother are we doing it in 10Mins or not.
To adjust from 10Mins to 20Mins for Loco change they have to change the TT of the train by speeding up for another 10Mins,which will effect other trains schedule.
Its not so tough to do loco change in 10Mins of to speed up in between Danapur-ET or ET-SC and make waiting time at ET for 20Mins,but the point you highlighted is not...

Then WCR / BPL has 100% punctuality LOSS for this train :D :D :D
