REFUND for TATKAL confirmed ticket cancellation
I read many different posts and railway rules on internet.
I see that there no refund (ZERO refund)on the cancellation of the confirmed ticket.
The Indian Railway should modify this rule and provide some return to the people who cancel their confirmed tatkal ticket.

will help 2 cases :
(i) People in the tatkal waiting list will get the seats upgraded to may be confirmed state. Their hope will sustain. The seat upgradation will be more transparent.
(ii) I am sorry to state, but I observed that there are still some TTEs who sell these vacant seats if someone from confirmed tatkal reservation did not board the train.
If there is a provision of some % refund made to the people who coz of some reasons will not be able to board the train/change their journey plans; it will encourage them to cancel the ticket because of some financial recovery possible. In this way, the people with waiting ticket will be benefited and the transparency in the railway ticketing will also be enhanced.
