That is the plan too. Not just the existing WAP7 locos, but also the existing fleet of WAP5 and WAP4 locos will also be upgraded with HOG systems. It's just that some design changes in the HOG system are required , for using them in the existing locos. The new locos can be designed from scratch with an integrated HOG system, whereas for the existing locos, the HOG system will have to be modified so that it is compatible with the existing design. That's why currently only new WAP7's are mainly getting HOG systems. Gradually, all the existing fleet will be HOG enabled.
