Assuming it runs at 130 kmph; then also RNC Raj left New Delhi first and both trains are non-stop upto CNB. In that case, why would the train backwards in the sequence(12560) OT the one in the front(RNC Raj); especially when the train in front is a Rajdhani class train. Also, would the controllers also have taken the same action had it been HWH Raj in place of the RNC one?

No. Howrah Raj gets supreme priority in NCR. Ranchi Raj is lowest priority Raj in any terms. Whether its getting LHB or getting a 3 phaser or in terms cleanliness or even in priority. Not upto mark anyhow on Raj level.
