I don't know the technical details or what the exact railway rules say about this. In either case, I assume it won't happen in practice. Most of the people travelling in a train have no concept of a technical or a commercial. Even the rich guys going in AC I via a Duronto won't know which stop is commercial and which is technical. If a train stops at a station, it is assumed that it is a normal commercial halt in the minds of people. Considering the unreserved nature of this train and its passengers, I am quite sure that a lot of passengers board/de board at technical stops(TTE will have a tough time explaining the concept of stops every time he forces someone to pay a fine).
