Not Only politics but the mutual benefits also involved. If you understand the work contract process. Most of the time contracter is not getting payment or the inspections, Quality many more thing due to which Govt people not allow them to complete work on time. I land platform was the best example of this the civil work of platform that was three time reconstructed that due to lack of coordination & may be some issue with the contractor which we never know.
