If you are new and haven't arranged for your own vehicle then just reach out to this cap shaped help booth.
It is maintained by Raipur traffic police and they'll arrange an auto-rickshaw or a taxi. You'll get a coupon or receipt after paying them them the fare (fixed by the government) and you need not bargain with any transport owners.
