Its HAZRAT NIZAMUDDIN to NEW DELHI stretch. Even the BPL Shatabdi have to tame its speed here and due to this only Gatimaan got shifted to NZM.
NZM to NDLS is a one of the MOST CONGESTED and BUSIEST "7KM" in country. Thats the reason why Rajdhani reaches NDLS bit delayed.

you wish to speed up , then ask NR/SECR to terminate this rajdhani at NZM itself , just like other Chennai/SC GR/Rajdhani of same slot do. Then it will be BSP-NZM rajdhani and will arrive Delhi (NZM) by 10:30 am.
And HWH rajdhani arrives at 10 am.
DBRT rajdhani arrives at 10.15 am.
Sealdah Rajdhani arrives at 10.25 am.
BBS Rajdhani arrives at 10.40 am.
and after this BSP rajdhani arrives at 10.45 am.
Then ranchi rajdhani arrives at 10.50 am.
Its the serial order. Now tell me , How can BSP Rajdhani enter NDLS earlier ? How can NR allow this "Newer Rajdhani" into Pragati maidan station , ahead of all these "Older senior rajdhanis " ?
Do you think BSP Rajdhani will get more priority such that HWH/SDAH rajdhani will wait at home signal of Pragati Maidan for letting this Rajdhani to enter NDLS ? Not even in dreams this scenario is possible.
