Which is the best suited route or the route which requires MPS upgradation in SR for introducing Gatimaan kind of trains?

AJJ outer to TO outer already commissioned and trains were plying from 2012 . TO yard completed , TO outer to yard linking needs some work near level crossing. Remaining works are almost completed.
